Store cooler topper? Coca Cola rotating sign

I found this at my local thrift store today & bought it for $150 because an image search didnt turn up anything similar.
When plugged in the globe lights up & rotates (its made of plastic & has 1996 or 1998 in the small print along the bottom edge of it)
I'm thinking it went on top of a mom & pop's store cooler at the back of a store so you'd know where to find a coca cola when you saw the rotating light?
It also has 2 long pieces of 2 sided tape on the bottom that I'm assuming held it on top of a cooler.
But, nothing like it comes up in a. Image search?!
Does anybody know what this is / seen it before?

PS - I'll take more pics if needed tomorrow - it's still in my car because it's cumbersome.
