It stands 8 inches and is hollow with a threaded top
I don't think it's silver, but I’ve not tested it.
It has a Star of David and Hebrew marks on the base.

There are lots of different brass and glass Shisha Pipes in the house I'm clearing, and I can't help but think it's related.

Rose water sprinklers are used to welcome guests or for religious purposes. Used from Morocco to India, with the exception of most Middle Eastern countries where incense is used instead.

The pentagram star is known in the Islamic world as the Seal of Solomon, and used from Morocco to the Philippines. The hexagram can also be called the Seal of Solomon in Islam
The Star of David is a hexagram star. Unlike the Seal of Solomon, the Star of David is never a pentagram.

As komo said, it unscrews to fill it. It is used at home, so not for travel.
