I have a set of these cabinet plates. Are these royal v 20250803_073547.jpg 20250803_073557.jpg 20250803_073608.jpg ienna? Also they all have the gold bell mark, anyone know what that is?

Possibly they used a blank piece by another maker, and the gold mark is covering the original mark.

Rule of thumb is to consider any beehive/Royal Vienna mark a fake. It is one of the most faked mark around. Some of the latter 19th c cabinet plates with that mark are quite lovely. But, as mentioned above, the gilded leaf is covering the mark of the factory that made the blank, and the signature of Kaufmann is often seen. To tell if it's a transfer or hand painted, you will see little dots of colour in a transfer and brush strokes in hand painted -- sometimes a combination of both.

Is that because the scenes are after Angelika Kauffmann?
