Charming painting, looks set in France or Belgium, with those sharply slanting roofs.
Surname de Bourges? Bourges is also the name of a French town, so it could be the title. Looks like 70 after the surname.

The clothing of the women looks second half of the 20th century. Looks like the woman in the yellow raincoat is wearing black lacquer boots, which were fashionable in the 60s and 70s. I could be seeing that wrong, but it does fit in with 70.

From a Dutch site (de Bruijn is a Dutch name):

"Zijn latere werk, met vooral stadsgezichten zijn meer stemmig en lijken geïnspireerd op de Amsterdamse impressionisten."
    https://galeriewijdemeren.nl/Kunstenaars/chris-de-bruijn-jr/

"His later work, with primarily cityscapes is more demure and seems inspired by the Amsterdam Impressionists"

I would say Boland's painting is more Impressionist, so more likely to be late 60s or early 70s. He lived from 1901-1974.

Think he went back to the earlier composition. Like the older version with its Impressionism influence and interplay of scales.

We used to have those columns as well, I remember them from my childhood. No Polish posters of course, Dutch ones.;)

The roofs actually look more Dutch in the 1950s painting. In the later one they could be "Frenchified" Dutch roofs, artistic licence. Although you see them in the southeastern Dutch province of Limburg as well, so that could be a possibility.

That one is close to the one on the painting.
I remember that shape from the Netherlands as well. Could just have been here in the south, near Belgium.

Could do, but I don't generally look at gutters when I am in Belgium.;)
It is not a feature in the painting, those gutters are plain. Or is this a general water drainage techniques question?
I think it is a Dutch painting btw.
