Need Help with German Bisque Statue Type Thingy

My knowledge of ceramics is less than zero and would like to know a bit about this piece.
It does have scattered damage. 10 inches tall. Cone shaped attachment is filled with rolled cork. Not sure if it came like that. It is marked. Does anyone know what this is used for and possibly who made it? Thank you in advance!

Could be a continental version of a "spill" vase -- meant to hold paper or straw "spills" (long sticks or tapers) to light the fireplace.

 

Spill vase was my immediate thought. The cattail motif on the pump might be some confirmation of that, suggestive of rushlights?
