It is a nice folk ring from the Caucasus region. The region has historic ties with the Ottoman empire, so that is where chatGPT probably got it from.
Stones in this type of ring are often glass, but you can have it tested by a jeweller if you want to be sure.
The metal is a low fineness silver alloy, probably below 50%. You can also have that tested to be sure.
The black decoration is called niello, it contains silver oxide. Silver with niello is used a lot in the Caucasus region, especially in Dagestan. It is also used in some other parts of the world, but the Caucasus is the prime region for silver with niello.
Folk jewellery can be difficult to date, my guess is the ring dates from the 1920s or 1930s.

Garnet doesn't scratch easily, but will if it's been treated harshly. My guess would be glass, but it's still a nice ring
