Another interesting Canadian pastel sketch

Hello all! I bought this larger pastel sketch from the same place I got the smaller possible Clarence Gagnon sketch last month (It was in the same sale but didn't sell, so I bought it when it went up again). I have hit a bit of a dead end with the possible Gagnon train sketch but I have contacted another gallery about both sketches together so we'll see!

This sketch is (27"L x 22"W framed, 18"L x 12"W unframed) behind glass, on something like cardboard. It looks very much like "The Citadel from Quebec" by Robert Pilot (but not exactly the same). No signature but has some pencil writing on frame which is difficult to decipher (any ideas?!). I'd love your opinions of this one- I love them both so am happy to keep them if I can't attribute.

It is obviously difficult to attribute sketches etc. if they aren't e.g. signed or have no provenance but I'll keep researching . Apologies for the pics, they are a little dark as it's about to get pretty rainy here. Thanks as always!
