Yukatan Print Help

Bought this for a fair price. Hoping someone can help with the sig. Also, what do you call a print that looks like a watercolor? There are no dots in the print.

Hand-colored print, maybe? Like somebody used watercolor to enhance a black and white print, you mean?

 

Not sure. There is a card on back of this. They donated it to the local thrift. I called but cant get a hold of anyone.

 

The picture is titled "Tetiz Yucatan" (I'm not sure what letters follow it, but it isnt III

Tetiz Municipality is one of the 106 municipalities in the Mexican state of Yucatán containing of land and is located roughly 30 kilometres west of the city of Mérida.

Maybe it is supposed to be M for Mexico? I can almost see one of the upstrokes between the darker "III" lines
