    Just curious to know where this could have been made.
    Morocco/Tunisia?

    The verdegris doesn't mean a lot in this case, if they used copper solder. I've seen that style wirework done everywhere from Portugal to Albania and back around the Mediterranean.

    Very likely. You could check for tiny marks, possibly French crab marks, but this could be a low grade silver.
    It badly needs a clean, after which it will look much better, and may even turn out to be a higher grade silver. The best way to clean silver filigree is silver foam, which will get in every nook and cranny and will wash off easily.

    It is traditional in most of Europe, Asia, and North Africa, but the details and the fineness of the work vary a lot.
    The most delicate and finely worked filigree is found in Indonesia, Portugal, and the Netherlands, but the most elaborate and sturdy filigree is found in the Balkans.
