Is it possible it is done on some stone, for e.g. marble.
These are often also found in souvenir shops in India, those are normally done on a white stone, which they say is marble.

 

I hadn't considered that, I haven't seen the more recent souvenirs. But it is certainly possible, the plaque looks like it has a crystalline surface.
