It might be from a costume drawing. It could also just be 1930s wall art; images of 18th century lords and ladies were popular bedroom art.

 

An internet search will bring up information about the artist. Here's another example of her work.

I did see that one, but that's the only example I came across, and I found no more info (except a 1920s newspaper pic but nothing when I clicked on).

 

Well, here she is receiving a prize for her artwork as a high school student in 1916 in Everett, MA.
