Is This A Snuff Bottle Chinese?

    Hi,
    Small container, 1 3/4" x 1"diameter. Made of some sort of hard plastic, snuff bottle? 3 rows of characters, not sure if Chinese or Japanese.
    Any information appreciated.

    It looks like frosted lucite......but..???
