Spring, there was one on eBay back in 2015. The pics are not still up except one that shows up in a google search. Can't see the pic well enough to know if identical to yours.

    Thanks, interesting!

This caught my eye in the block about the seller, who lives in CA-you can interpret it however you like:

"Constantly receives ratings from very high buyers."

I had the same thought, but the subject of that thought was located in what, Vernise/Ventura/something V, CA. This seller was/is in Oxnard, CA. Found a pic of this scale on a brochure actually on the Pennsylvania Scale Co. website. It is about 1/2 way down the page, page with red highlights, 5th catalog/brochure page down. The company calls it a Triple Ratio Counting Scale, Model C-200:
    http://www.pascale.com/Pages/HISTORICALPHOTOS.aspx

    Under the pic it says:
"The introduction of the C-140 Counting Scale followed by the C-200 revolutionized the industry! Hundreds of thousands were produced and many are still in regular use. The development of the RENTAL SCALE business as an outgrowth of early IBM accounting methods created a new market. Most have been melted down for scrap, replaced by electronic scales."

Beat me to it Susan. I knew that it was a counting scale. We had one of these at a company that I worked at. We used it to count small parts like screws, washers, nuts......when we received bulk parts, to check inventory, or to send part kits to the production line.
