Need indentifying symbols - probably ancient

    Got a old clay tile with some symbols on the back.
    Need to know if these are numerals and if so which language.
    Are these ancient letters or numerals?



    There is also a text reading ''Jerusalem Jordan Sea''. This was done in a later period with a other color and handwriting.
