Help with marks

Sorry the photo of the marks aren’t better, it’s all I’ve got to work with. I’m planning to research myself, but does anyone recognize the marks on this teapot?

I agree, the bottom mark is clearly an eagle. Though to make an accurate identification, a clearer image is required, as they could be some finer lettering or details we simply cannot make out from the photo as is. Also, the top mark above the eagle, going purely by the highlights, which is about all we have to go by, it looks like it says 40, but that really is a guess, a much sharper photo would be required.

Thank you for searching, the Heilbronn city eagle looks promising, i'm going to do an image search to see if i can possibly find a similar match.
