Pretty sure this is Wild Bill Hickok but who made it

I would also like some help on figuring out who made the piece. There are no markings at all on it. It looks like maybe it was a top to a jar or bottle, but the bottom is not the most even either. It stands around 6.5 inches tall. Any help or suggestions will be appreciated.

    Hum... That doesn't look like Western dress. And he's holding a pipe. He's a cigar smoker in this photo.

    Given the pipe, possibly a tobacco jar (sans jar, he looks like a double amputee):

    I found a couple similar pieces (painted/enameled) that say they are by Bernard Bloch but don't show the mark. One that isn't identified has a mark that could be BB for Bernard Bloch though I can't be sure. You might want to look that direction.

    Wonder what the uniform signifies. Cape and bandolier. A game keeper perhaps? Certainly not a "cavalier." Anyone know?

    I'm afraid wishing isn't going to make that figure Wild Bill Hickok. It's a version of the figure on this Victorian German tobacco jar. Not an American character.
