Don't know who made it, but I doubt the G signifies Gouda. Doesn't look like Gouda style. So many factories made items with Dutch motifs on them.

This does not look like Gouda.
The dress is from Urk, which is also the village in the background. It says Urk in the corner. Urk used to be an island, but is now a fishing village in one of the Dutch polders (reclaimed land).
There is a ceramics town not far from Urk, it is Makkum in Friesland, the north of The Netherlands. Makkum produces coloured ware as well as blue and white, and is famous for its tiles.
    Urk:

The size of the black outer caps (Urk dress has layered caps, black caps are for mourning) on your tile is of an early date, it is smaller now:

That's the Dutch for you, they like things clean and organized.
But don't let it fool you, the people of Urk believe they are an island state and don't have to adhere to Dutch laws. I like them though, strongwilled, but easy to get along with. As long as you stay away from illegal things, but as an outsider you don't notice that anyway.
