Blue glazed vase or ? Signed

Does anyone know what this is ? Also the glaze is thick over the makers name, can anyone make it out ?

Billy, just want to say that, although your pictures are nice and clear, you can sometimes do an image search if you have a totally plain background and a side view with no HAND in there! And for everyone else, the top of your washing machine does not make a good background. Google will give pictures of washing machines instead of vases.
