I am of little help on this one but how about a few more clues for those who might be able to help.

I see the Star of David on the garment around his neck so maybe he was involved in some type of Jewish ceremony.

Where did you find the photo? Maybe the location might help someone out.

Have you tried taking it out of the frame to see if anything is written on the back?

I bought this painting in Vacouver.looks interisting to me.Looked on back,only number 10099.Seems to me it was done end 19th centure or erly 20th cetury.Some of Jewish ceremony,yes you right .Thank you.

 

It's not a painting, it's either a photograph or what is called a solar enlargement, which is an enhanced photographic image of larger size than the original. How big is it?
