What Is This Small (1" x 1.5"), Old Manuel Ortiz Boxing Card - Tobacco Card?

    I found this in a box of old sports cards - I think it's a old tobacco card that would come with your pack of cigarettes, but when I google 'vintage antique Manuel Ortiz tobacco card' other ones come up but not this one?
    There are no identifying marks on it but the back does say to see directions inside wrap; did they make baseball cards this small?
    And it is small(!) - it measures 1" x 1 1/2" !
    Has anyone seen this before or have any idea where it's from (and when it's from)?

    Its unusual not to have the brand name on the back.
    Cigarette cards were slightly larger than this.
    I would expand my search to confectionary, chewing gum etc
