    No the soap is in the top and the holes are so the water drains into the bottom. Mushy soap would be nasty to shave with!

    It is definitely 100% a shaving scuttle ...
    A repro from the 60's probably.... And yes,they made ladies shaving mugs, but they are normally tiny .
