Old print of woman scary signed

I recently bought 16 pieces of art at thrift store, all for only $1 each. This one has some water damage but weird. The paper is on canvas, I wonder if I should remove
the paper to see if there is a painting under it or does anyone know why this would be on canvas ? Or does anyone know who Walter is ? The name on the side of lady ?

Fairly certain this is a photograph. Walter may be the studio.

Oh cool, wish I knew how to clean it, also I wonder if the frame has any value.

 

The frame looks like it would be worth more than the photograph.

 

I don't know but there are many ppl who collect old pics. I don't know how picky they are though. I would look around on ebay, etsy, or catawiki or where ever and see what you find out. I'd probably put it in a yard sale or Craigslist. Either way, I'm not thinking a lot of money, but to me any profit is a good profit! You only paid a buck for it, so you have plenty of room to make a small profit, $10-$20 and if it's the buyers a relative of the lady in the pic, more. good luck!
