This artist can illustrate a fabulous image with ease, yet tries so hard to be remain an enigma.

 

Spotted in Queens, is it the Brooklyn bridge?

could be lipman or something.. wild guess..

you think it’s professional work of a high standard?

It does appear to be a side view of the Brooklyn Bridge with Wall Street beyond. I see Lipman too. From frame and colorway, I'd think late 1970s/early 1980s.
