My google skills are usually pretty strong, but I can't find anything like this online.

I have two of these. They are about 3 1/4 inches long. Definitely looks like celluloid, they have that yellow tint. They appear to have slippers on their feet.

This first picture shows the color much more accurately.

Any ideas on how old? Or what they were used for? All I can come up with is a bookmark, but I doubt that is correct.

This second picture might show a little more detail.

Maybe cocktail stirrers? The ponytails make me think 1950s.

    Well that was fast! Thanks!

I actually have a Playboy cocktail stirrer that I got from my dad too, and I didn't think of it.

Didn't say it was well done, but it's her hand held over her shoulder to hold the edge of the glass...

I don't remember these from when I was a kid in the '60s, but if they were around then, would guess they wouldn't have been used at the bars and restaurants my parents frequented - but my Mom brought me a lot of these, and they're still in production:

Hunhhh - my shoulders are still shot from moving Mom around (though they're getting better), and I can still put my arm up and reach back behind my head with my hand...

Eh, it's not exactly a realistic work of art and can certainly see that it looks like a ponytail, but to me, there's no reason for her arm to positioned like that without indication that any more of it exists, and seems more likely that she'd be holding on to the rim of a glass with her hand than hanging from her ponytail...

I think her hair is loose, but it is hair, not a hand. And I think she is a mermaid or a swimmer, not a dancer.
I used to be able to, when I was young. I am definitely not young anymore, but I can still get my right hand over my shoulder, halfway down the length of the strands behind this girl's arm. I used to dance a lot, maybe that helps.

Maybe this shows the hair better:

I'm going with ponytail. Blowing up the picture really does help.

Originally when I saw these, I thought she was a mermaid until I looked at them under a magnifying glass and saw what looked like slippers on her feet.

I saw that too, but to me it looks like the thick end of the tail ends in a point, and the lines indicate the transition from thick to thin.
Mermaid's tails can be split at the end to look like feet:
