    It looks like a popular souvenir that only says Handpainted Delftblue?, not a maker's name, so it could have been made anywhere. There are a lot of similar Delft kissing figurines out there.

    I see many of these, I even received one as a souvenir from someone returning from The Netherlands, late 60's early 70' to present day.
