    My first thought was a bait trap of some kind. Wasps?
    Larger holes to put what ever in. Smaller holes for varmints to get in.

    Is there any separation from top to bottom?
    Any indication something was used to seal the holes from the inside?

    No. It has a attached lid. Lightweight, peculiar small and large holes porportioned Has a small "O" ring rot hanging.

    Is the interior a single open space or is there a divider between the top tier of holes & the bottom?

    My question was. Used for baby birds as brooder or maybe a mini smoker.

    In looking at early feeders, waterers, and egg candlers, I keep Trying to find something, but these hole positions are all wrong.

    I just looked into garlic keeper. No. But they have similar holes.

    Commercial fumigation cartridge? No never even heard of such but I’m guessing in the history of anti- infestation fumigation, some type of solid, combustible fumigant stuff was used, light a fuse and exit the structure. Bail ring on top could be where it was hung from a wire so when it was hot it wouldn’t ignite the structure. Pure guess.
