The damaged places show at least a few decades of filth build up.

He is very nicely carved, Terry, beautiful detail.
He'd have to ask someone else, I'm not a Buddhist.;) But I don't think he is either. At least not a Buddha, with that 5 o'clock shadow. Although he does have long earlobes. Maybe it is Bodhidharma, Pu Tai Ta Mo in China, the founder of Chan Buddhism. Chan became Zen in Japan, where he is called Daruma.

Is it plausible that there was a name chipped out there?

Could be, and the one in the link Terry posted is called Budai, which is the Chinese name for Hotei, which is Japanese. Hotei is often confused with Buddha, but he was a monk. Hoteis are even called big-bellied Buddhas, but there is no such thing, the Buddha was an ascetic.
When I still had an Asian Antiques shop someone used to come in every week asking if I had any big-bellied Buddhas.:banghead: The whole confusion has made me a bit allergic to Hotei figurines. This one is an absolute gem, though.
