Featured URART Sterling Hammered Silver Bowl w/Snake Handles

I have this sweet hammered sterling bowl with snake handles, marked, "URART 925 1892".
So far, about all I have found on URART is a Turkish jewelry company. Would this be the same outfit?
I also found a listing in the Federal Registry (U.S.A.) of a Urart sterling silver bowl gifted to First Lady Laura Bush by "His Excellency Ahmet Necdet Sezer, The President of the Republic of Turkey" on June 27, 2004 whilst she was visiting Turkey.
Does anybody know anything further about this company or piece?

Yes, that appears to be them. They do have hammered pieces, and bowls with various figural handles.
