Most of these Art Nouveau style face rings are not old, so not genuine Art Nouveau.
Art Nouveau is an attractive and fashionable style, which means that a lot of jewellery is either reproduced or made in an Art Nouveau style.
Your ring could have been made anywhere in the world. It is best to have it tested to see if it is solid gold or gold-filled.

During the Art Nouveau period there were hardly any face rings like this one. Most 'portrait' rings had medallions with faces.
The detail on period Art Nouveau faces is much finer, and gold or silver was usually much thinner.
