Featured Id help, Decorative Plate Woman and Horse

I bought this plate at a thrift store for $2. Does anyone know who made these? It looks like the transfer is on top of the glaze. I found another with the same crazing, yellow on the outside and a graphic of a cherub, that store wanted $10.99, so I left it!
