There should be a seam. Did you try lighter fluid? It is very thin.
Sometimes it needs a soak, but it is probably best not to let it touch the coral. Maybe you can wrap a tissue around the silver part of the top to soak it.

I have some silver repoussé snuff bottles as well, they are also genuine silver.

 

WD40 is very fluid, it penetrates in invisible gaps and can loosen rusted screws and bolts.
I even gently tap tap the neck with a wooden spoon (yes, my studio is my kitchen)
I successfully used the combo boiling water and WD to unstuck stubborn emeri stoppers on antique smelling salts bottles.
Will have a go with lighter fluid when I get some, thank you!

The white stuff is an air curing modeling paste which can be used as glue when you put water on it.
Color matched with my favorite tools: permanent markers!

 

I use alcohol, WD40, or lighter fluid, depending on how stubborn something is. It is always worth a try.

Soak it by wrapping a soaked tissue around the silver part of the top? Make sure it doesn't touch the coral.
I have used the soaked tissue method on very stubborn keris hilts. It usually worked, there is only one which won't budge.

By sliding a sharp butter knife (kitchen, I told you) just between the two first rows of twisted wires...
Some bastard GLUED the stopper, don't understand why, as it is perfectly tight in the opening

 

that bottle doesn't look new......could the contents....whateverthey were...have sealed the top after non use.....4 a long time?/

The contents of my used bottles are usually gooey but not sticky, and they smell of cloves and other sweet herbs.
Cloves are used as an anti-inflammatory herbal medicine in Asia, so that would make sense. Tobacco is also sweetish.

 

I’m familiar with the term. My point is if I see “Tibet” “Silver” and “Snuff” I just keep moving usually.

Nice, I see very few of this type of item in the UK that have gone through an official process and of those that have they tend to be a bit earlier.

Re the lid - have you tried the wooden spoon trick?

 

I tap tap it on the side with my wooden spoon after WD 40, boiling water and finally tried the lighter fluid... It finally came off after I slide a sharp knife blade between the first two rows of twisted wires...
IT WAS GLUED

This bottle is very Chinese though, Tibet never came into it.

 

This is a long shot and maybe you tried it but could the cap just be that coral stone . Under the stone I see three strands of twisted design. It looks like a gap between the top strand and the other two. If that makes any sense. Merry Christmas , Holidays , vacations.....
