I'm assuming this bottle is relatively recent although the pattern "Riverside Scene at QingMing Festival" is traditional. The painting to me looks very detailed and precise.
Are the Chinese characters on the shoulder a title or a signature? (The picture with the sig is upside down.) Would a signature make it worth more? The stopper looks like it could be jade - Is that likely?

There isn't a spoon. The top is glued to a spongy stopper.
That brings up another question. When people actually used snuff would they have put it in a inside painted bottle? i would have thought that snuff and a spoon going in and out would be incompatible with delicate painting.

Many things based on functional objects are produced with collectors in mind as decorative items not really intended for use. And it's an old, old idea.

As to a possible jade stopper... unlikely. I'm no expert but the stone looks wrong.

    I have very similar set.
Mine has red plastic and rubber stoppers. I believe made as souvenirs.
Usually come in sets of 4.
