    I believe your picture is Chinese rather than Japanese, and based on the style fairly contemporary. Unfortunately, I cannot read the signature. Others may know more.

    I agree, the ladies are wearing Chinese dress. And pretty recent, with those doll-like faces.
    The script style is puzzling, not that I can read it anyway. Maybe @Silver Wolf or @JayBee can figure it out.

    The ladies wearing Chinese, but the stamp and writing characters are not in Chinese, possibly Japanese characters.

    The script I know nothing about, but the style of painting... I wondered if it was a western painter studying Chinese art.

    This is a bad wanna be oriental painting executed by (probably) a western individual (not calling that individual an artist.)
