    Looks to be about 6 inches tall - is that close?

    Shape reminds me of "Irish Coffee" mugs. With "foreign" and a wreath around the "cameo" on the bottom, it was probably made in Japan post WW2. Foreign was often used to mask the country of origin when the importing country had recently been involved in a war with that of the producer.
