Looks like they were a student/admirer of Alfred Van Neste Screen Shot 2019-01-31 at 9.48.24 AM.png Screen Shot 2019-01-31 at 9.48.07 AM.png

Who, per wikipedia, was a nephew of the aforementioned Flori Van Acker.

    Maybe another relative?

According to a short Bio I found on Waterhouse and Dodd's website Alfred VanEste (see his work above) served as an apprentice in VanAcker’s studio for five years before enrolling in Antwerp’s Academy of Fine Arts.

So how about this for a working theory? VanEste creates the etchings of VanAck's sketches/paintings while working as his apprentice. In the process he creates less detailed/dramatic versions of VanAcker's work while at the same time giving a preview of what his (VanEste's) work will develop in to.

Just a little note, in Belgian and Dutch names the 'van' or 'van de' or 'van der' are usually written separate from the rest of the name, although there are exceptions.
So these Belgian painters were called Van Neste and Van Acker.
In the Netherlands the 'van' is often written with a lower case v. That is also seen in some Belgian names.

When people from the Low Countries came to the US, the names were registered as the migration officials heard them. So some are still called Van (van) Dyke, others became Vanderbilt (van der Bilt).
Van means of or from. It simply refers to a place the family originally came from. Vanderbilt came from the village of de Bilt in the centre of the Netherlands, the Van Dykes lived near a dyke.
