I’ve never seen those made in anything other than stone or glass.

Well, certainly doesn't look like glass. But if stone, really perplexing, at least for me.

I don’t know what it is other than vintage Mexican but it isn’t ceramic IMO.

Everything about it puzzles me: the shade; the evenness of the color; the surface texture; the way each panel is a single piece of stone. Ceramic is just the only hard, heavy material I could think of that might fit the bill, since, wouldn't glass look like polished stone? I'd readily abandon ceramic for a stone that meets the requirements.

I think the stones are dyed travertine, but with some kind of surface treatment such as bead/sand blasted surface. There are a few very small spots which look polished and reflect light.Glass and gemstones have been blasted to a "satin" finish for years................. https://www.tribalritestattoo-shop.com/threaded-ends

I don't think this was originally sold with a satin finish.
I think someone wore this every day and the "polished" surface has just worn away with everyday wear.

The only person who can answer that question is the person who has it in hand.Looking under the silver straps on the square stones and see if it is polished or as the tops of the stones are.
