    Looks like it was originally a wood spool for thread/wire that someone converted into a toy.

    Great device for hand eye co-ordination, we used similar during pistol firearms training.

    A repurposed spool from a cotton or wool mill. I've seen a fair few souvenirs like this: egg timers, games and all sorts.

    That is what I thought too !!! I recall seeing similar at the flea market..where a craftsman/hobbyist sold many vintage items he re purposed...
