Candy dish or candle holder or something else?

    I found this in boxes I have started to look through from Texas move back in the 1970s. I found this double circles an inner and outer rings on 3 ball feet. I would like to find out what this is and how old it is? I think its made of blue clear glass. The outer ring is 7 3/4" diameter and inner ring 5" diameter. The height is 3 3/4". Each foot is about 1" long. I have noticed the cracks by the feet. Thank you for assistance in this request. Rob

    fill the outer ring with water , plave a big votive candle in the center...voila ...

    Thank you. I probably will not add the water because of the cracks it would kill the mood setting having to clean up the mess. Haha. Rob
