Name of artist doesn't match any Robet Paul. Past owner said Robert Paul. Ideas?

My sis bought this at an estate sale in Ozark, MO, for $299. The owner said it was Robert Paul from England who died in 1979. First it is signed Robet not Robert. All the Robert Paul's signatures do not look like this. I think it is a quality paint but stumped and do not know where to direct her. The sight size measures 24 1/2 by 11 1/2 inches. Any ideas? Does it look like a good artist to you?

 

What does the blue sticker on the back read? It's not similar to this, is it?

It's a handsome presentation but decorative value only. Things to watch out for in future: "Made in Mexico" sticker, staples and haste. Re the last, decorative paintings are produced quickly but to maximum effect. Can you see how quickly paint was applied here?
