Help w.2 new pieces of art - 1 is cool, 1 looks like a print of a rug?

I found these today at my local thrift - the first is large (37" x 37"!) and looks like a Chagall? What is the Scales of Justice stamp in top right corner signify?
The 2nd is a print that looks like a rug - maybe a Native American rug? - with tassles on either end like a rug, but titled Rainbow??
The signature looks like Luvel Deist? but I can't tell either for sure.
Can anyone tell me who the artist is of either?
Thoughts on either (but especially the first)?

That's it!
I have to look up signature to see if it's close or a homage to.
It has fixing on matting/border & there was an old nail in the wire on back that made me believe it could be from '82.

The rug is not Native American btw.

 

The Cuixart look like take on Leroy Neiman's Playboy Femlin.



Nothing even vaguely Chagall about it.
