Featured Another Fan- silk or paper?

@Any Jewelry I rescued another fan! Not as stunning as the last two I have to admit but I’m curious as to the age and origin please if you don’t mind having a look.
I thought silk, then maybe paper but on close inspection there is a weave in the material and it looks to have been stiffened with something. The staves are wooden and remind me of old wedding decorations with the silver on white paint.
Rather fragile and c14” across fully opened.
I saw a similar one which said French but I know better than to instantly believe all that I read these days!

It is a charming early 20th century French fan. Handpainted, and the leaf could be paper, as you think. The wooden frame has pressed decorations. Those frames were pre-made, in serial production.
