Carved Wooden Swan (Deco?)

    I'm only guessing about it being a swan because of the long neck; I don't know if swans have such long beaks (bills?), or red eyes.
    It seems slightly stylized, an' it isn't new; I thought Deco but icbw. I can't figure our why the relief is carved in the base, either.
    It's ~5" long, ~1 3/8" wide, ~2 1/2" high; the beak is ~1 1/4" long. Weight is 2 ounces.
    What say you about what I have here? Thanks for lookin'!

    Maybe the carver just wanted to be sure it would sit "flat" without a wobble??????​

    Oh, yeah...Shure! Why din't I think o' that?

    EDIT: The 'rubies' aren't cast, they're cut; the table is an octagon, clean an' flat.
