Souvenir dollie, just don't ask me how old. It could be 1890 or 1960, but it was definitely made for sale.

not a lot going on in the dirty 30's............

 

More searching would probably turn up more made in the intervening years. It seems to be a surprisingly consistent form. But good documentation may be lacking.

 

Judging from the textile it could be 1930s.
