Plaque inscription- help

Hi all,this this not mine. Trying to decide if I should take a drive to go look. Says it’s bronze? Or maybe painted cast iron? Weights apparently 15kg. Don’t have a photo of the back. What does inscription say/mean? Ian.. (somebody) Name of a knight? Thank you for any comments

I think it's a memorial plaque of some sort, for a knight or gentleman.

Though the only person of that name I can find is a confectioner.

Volsteedt seems to be a very South African surname, so a S African address makes sense.
