It's a ray gun. Flip it over. Buck Rogers 1930s movie reel stuff.

I don't have it. My friend bought it at the auction we went to last night and she has it.

She was thinking it was a reindeer but I don't see that either.

 

I don't think so. The handle isn't there.

 

It may be part of a larger image.

It doesn't look like any cookie cutter I've ever seen.

Could you ask your friend for photos from different sides of the cutter/item?
