I would put it in the Art Nouveau time period. Possibly German/Austrian/Czechoslovakian Enamel painted. The "EB" could be the decorator's mark. Could you show a picture of the bottom so we can see how the bottom edge is finished. Thanks.
Thank you for the added picture. The way it is marked with the date, I think this might be a hobbyist piece. Meaning someone bought a white blank vase and painted it themselves. China painting was very popular prior to WWI. @janetpjohn @say_it_slowly
I'm sorry I'm not much help, it's not a style I know enough about. I did look through Röntgen's book of German, Bohemian and Austrian marks without seeing it. My impression too is that it's probably a good hobbiest painter by the way it's signed but don't know. Someone may recognize the shape as I know there are people who follow many of the blank that were available. It's always good to have a look all over the base in all types of light to see if there is the trace of an impressed mark. For example, these may be nothing though I think there is a number there, but it's impossible to tell from this photo.
Huh. That looks a little beyond most hobbyist’s ability with the enamel “jewelling” and elaborate design. Looks pretty professional...dunno for sure.
