Featured Help With Marks on Apostle Spoon Import to UK

Hi All, This Apostle spoon ( looks like a saint) was in a bag of spoons I picked up yesterday. Has the 'F' to show it was imported into the UK, the UK marks are on the back of the spoon, Lewis Lewis (Lewis & Son) 1890 London
The other country marks I can't figure out are on the front of the spoon, a crown, sword and I don't know what it is mark, kind of looks like a question mark. Searching on-line I find the Netherlands used a sword mark but I don't think this looks the same, but maybe it is? Or maybe it isn't a sword mark but is a cross?
The spoon is 6 1/2"L, maybe for sugar? Looks like it had a gold overlay but very little left
Does anyone know what country used these marks?

Lovely spoon.

Probably St Peter. Although he looks a bit like Socrates.
