Featured Seeking Info on Large Majolica Wall Plate

Hello Everyone! I am seeking information on the 16" wall plate. There are three marks: a handwritten 19. (decortion cypher?), five incised numbers which I can't quite make out (I'm assuming shape number), and a round incised mark which is too blurry for me to read. I've blown the last mark up as best I can. It's almost like there there are daisies as part of the mark, Any help would be much appreciated. Thank you!

Wondering why she only seems to have one leg. Hard to think the artist forgot to put it in, at first I thought it was bundled up in the cloth. It’s a very nice piece though. Aah, I think her knee is up under the cloth!!

 

Austrian or German, I’d think.
