Nice find, Stepan, a beautiful bolo tie. It looks like solid silver to me. The technique is called overlay, in this case Hopi overlay. Genuine Hopi overlay isn't cheap.
Beautiful Hopi bolo.....Only the backplate hardware is not sterling. The front is all solid sterling. All those little chisel marks in the recess are done by hand. Hopi overlay work is very desirable. It's gorgeous!
