Help with colourfull vase with signature

Hi all,

Am hoping someone can help identify the maker of this vase.
There seems to be a signature on the base but cannot make it out.

Any help or info on this vase would be great i like the design and colours of this one.

Dugin....... sure looks like a students work..
the paint and simple design are both sloppy..

Not a student work, I think. The design looks very much like designs seen on tiles, and the colouring gives me a southwest vibe. But tulips hearken to Dutch design. However, that's all I've got. Hopefully, others will chime in.

 

That really doesn't look like a signature. Appears to be applied with something that would clean off? I am thinking this may be a piece from one of the California potteries.
